Support Needs and Participation Policy

1. Purpose
The Prince Albert Skating Club (PASC) is committed to providing an inclusive, welcoming, and safe
skating environment. PASC will consider reasonable accommodations for skaters with disabilities
or additional support needs while maintaining the safety of all skaters, coaches, volunteers, and
staff.
2. Scope
This policy applies to all PASC programs, activities, events, and on- and off-ice sessions.
3. Supervision
PASC coaches and program assistants supervise the group as a whole. Continuous one-to-one
supervision is not part of the standard supervision provided within PASC programs.
Where individualized or one-to-one support is identified as an accommodation need, PASC will
consider whether appropriate staffing or other supports can reasonably be arranged.
PASC does not provide personal care or ongoing medical care, except for responding to
emergencies in accordance with applicable emergency procedures.
4. Supports and Safety
Where a skater requires individualized support that cannot reasonably be provided within the
program's existing staffing and supervision structure, PASC will consider whether accommodations
can be put in place to enable the skater to continue.
If PASC determines that a skater cannot safely participate in a program after reasonable
accommodations and alternatives have been considered, PASC will work with the family to
determine next steps, which may include withdrawal from the program.
Where participation is not possible, eligible program fees will be refunded on a prorated basis, less
any non-refundable fees or amounts already remitted to Skate Canada.
5. Accommodations
Accommodations will be considered individually based on the skater's needs, program
requirements, available supports, and safety considerations.
Depending on the circumstances, accommodations may include:
• Adjustments to instruction or participation
• Additional coaching support where available
• A parent/caregiver remaining off the ice and readily available rink-side, where appropriate
and permitted by the facility and program
• A written safety or participation plan
PASC will work with families to identify reasonable accommodations that allow the skater to
participate safely.

6. Accommodation Process
Parents/caregivers should identify accommodation or support needs by completing the Support
Needs Disclosure Form. The form will be emailed to all registrants.
Families are encouraged to complete the form before the skater's first session, ideally at least two
weeks before the skating season begins. Providing information in advance gives coaches more time
to plan appropriate supports and helps promote a successful skating experience.
Families are encouraged to provide information about functional support needs, safety
considerations, communication needs, or other factors that may affect participation. A formal
diagnosis is not required to request an accommodation.
Families may also provide information or request an accommodation at any time if needs arise or
circumstances change.
If coaches identify concerns during participation, or if a family raises additional concerns after the
season has begun, PASC will communicate with the family to better understand the skater's
strengths, needs, and any barriers to participation. Where appropriate, PASC will develop or modify
an Accommodation Plan in collaboration with the family.
Accommodation Plans may be reviewed or modified if the skater's needs or circumstances change
or if safety concerns arise.
7. Parent/Caregiver Responsibilities
Parents/caregivers are responsible for:
• Providing relevant information about support needs that may affect participation or safety
• Participating in the accommodation process
• Following the agreed Accommodation Plan
8. Limitations
PASC will consider reasonable accommodations based on the skater's individual needs, program
requirements, available supports, and safety considerations.
PASC cannot guarantee continuous one-to-one supervision, personal care, or medical care for an
individual skater. Where additional staffing or other supports can reasonably be arranged, PASC
may arrange individualized or one-to-one support as part of an Accommodation Plan.
PASC may determine that participation cannot safely occur without appropriate supports. Where
reasonable accommodations and alternatives have been considered, PASC may determine that an
accommodation cannot be implemented where it would create undue hardship, including a
significant safety risk to the skater or others, or a significant impact on the safe operation of the
program.
9. Privacy & Dignity
Information regarding a skater's accommodation needs will be treated confidentially and
respectfully and shared only with those who need the information to support safe participation.
10. Review
This policy will be reviewed periodically and may be amended by the PASC Board of Directors as
required.
